Planning for Quality
The economics of quality strongly favor prevention over inspection, yet most organizations still spend more on the latter. This chapter covers the Cost of Quality framework that makes this trade-off visible.
Quality planning establishes the standards a project's deliverables must meet and how those standards will be measured, ideally defined at the start of a project rather than checked only at the end. A central concept here is the Cost of Quality, which distinguishes the cost of conformance, money spent preventing defects through training, process design, and quality planning, from the cost of nonconformance, money spent on rework, warranty claims, and reputational damage after defects occur [1].
